Background
The puzzle grid is similar to nonograms/Paint-by-Number, but the rules are somewhat different.
Puzzle and Goal
An unsolved puzzle consists of a rectangular grid broken into regions. Along the side and top are pairs of numbers.
The goal is to fill in regions based on the clues.
Rules
The solved grid must satisfy the following conditions:
Each region is completely filled or empty: If one cell is colored, they all are.
The first number clue in each rank represents the number of colored cells in that rank.
The second number clue in each rank represents the number of groups of colored cells.
For instance, "3 2" would mean that there are three black cells in that rank, in two groupings; the comparable nonogram clue would be either "2 1" or "1 2".
